So I'm a little confused about DEPs and the short match example. Couldn't the short match example be taken care of by making one of the epochs be the moment arbitrarily just after an action begins, so that the start effects can be exploited? (e.g. messing with the fusebox after you light the match.)

From how I read it, DEP just skips to the beginning of the next action, but not any time between that and the end of the action, so start effects are ignored.

Maybe I haven't thought this through enough.
